SECTION I: USER EXPECTATIONS

The Internet and secure web access have altered the ways that confidential information may be accessed, communicated, and transferred. Those changes are influencing instruction and student learning. The Scarsdale Public School District ("District") supports access by Students, Guardians, teachers, and administrators to informational resources that will improve participation in a child’s education and improve communication between Students, Guardians, teachers, principals, and administrators.

Please review your child's student data carefully. If you find errors or omissions on the form, please make the corrections by requesting updates through the Parent Portal. For changes to Student Data required for State and Federal Reporting, for example: Birth Country, Birth City/State, Language, or Immigration related data, please email the corrected form to ParentPortal@scarsdaleschools.org or submit it by fax to Student Records at fax # (914) 722-2828.

We ask that you verify data which the State and Federal Education Departments require districts to collect, e.g. birth place, primary home language, immigration related data, ethnicity, and race(s). The main purpose of this reporting is to enable districts to track student performance by sub-group to determine whether different groups of children are making adequate academic progress.

Furthermore, in order to receive funding under the federal Title III, Part A Immigration Education program, states and school districts must collect and report data on "immigrant children and youth." Immigrant children and youth are defined as individuals who:

  • are age 3 through 21;
  • were not born in any State; and
  • have not been attending one or more schools in any one or more States for more than 3 full academic years. The months need not be consecutive.

"State" means the 50 states, the District of Columbia, and the Commonwealth of Puerto Rico. Children born to U.S. citizens abroad (including those born on military bases), the U.S. Virgin Islands, Guam, or any other U.S. territory that is not D.C. or Puerto Rico are considered immigrants.

For immigrant students, the NYS Department of Education requires that we report the number of years the student has been enrolled in schools anywhere in the U.S., calculated from the first day the student attended a school in the U.S.

School districts are required to follow standards in collecting student race and ethnicity data using a two-part question.

First you are asked to indicate whether the student is of Hispanic, Latino, or of Spanish ethnicity which is defined as being of Cuban, Mexican, Puerto Rican, Central or South American, or other Spanish culture or origin, regardless of race.

Next you are asked to check (√) one or more races which best describe the student using five racial categories defined as follows:

  • AMERICAN INDIAN OR ALASKA NATIVE: A person having origins in any of the original peoples of North and South America (including Central America), and who maintains tribal affiliation or community attachment.
  • ASIAN: A person having origins in any of the original peoples of the Far East, Southeast Asia, or the Indian subcontinent including for example, Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine Islands, Thailand, and Vietnam.
  • BLACK OR AFRICAN AMERICAN: A person having origins in any of the Black racial groups of Africa.
  • NATIVE HAWAIIAN OR OTHER PACIFIC ISLANDER: A person having origins in any of the original peoples of Hawaii, Guam, Samoa, or other Pacific Islands.
  • WHITE: A person having origins in any of the original peoples of Europe, North Africa, or the Middle East.

If the ethnicity/race information requested is not provided on this form on behalf of the student, the registrar at the school or district will be required to identify the category to which he/she appears to belong, identifies with, or is regarded in the community as belonging.

Scarsdale School Board Policy 5500 provides that the District may from time to time disclose directory information from the records of present or former students. Directory information includes the student's name, address, and school attended. The District has received requests from PTAs and the Village of Scarsdale to release directory information for the purpose of mailings and issuing pool passes.

In accordance with School Board Policy 5500 and with the Family Educational Rights and Privacy Act (FERPA) of 1974, a parent or student, 18 years of age or older, may refuse to permit the release of directory information. The Superintendent of Schools must be informed in writing by the first day of school by a parent or student, 18 years of age or older, that such directory information, or some part of it, may not be released. A letter must be sent to the Board of Education, 2 Brewster Road, Scarsdale, NY 10583. A copy of School Board Policy 5500 is also available for inspection at that address, or by contacting District Clerk, at 914-721-2410.
